ETOA condemns Cologne tax

The European Tour Operators Association (ETOA) has condemned Cologne City Council’s new ‘culture’ tax. The new fee, which is already in effect, requires 5% of the gross room rate to be levied from hotels, although it remains unclear who or how this will be paid. In addition, it is not clear if the 5% is calculated including VAT or how the money will be collected from clients. “This is an extraordinary act by Cologne, one which will damage its reputation,” said ETOA’s Executive Director Tom Jenkins. “It has done valiant work establishing itself as a cultural destination on the Rhine [but] the Council compromises this with a haphazard and arbitrary tax named ‘Culture’.”
